With ₹27,166 crore disbursed as margin money subsidy, the government has ensured that dreams in rural India find strong financial backing.

This achievement, accomplished more than 18 days ahead of schedule, underscores the transformative impact of the Modi government’s digital procurement initiatives. Notably, GeM’s rapid expansion is evident from the fact that the leap from ₹4 lakh crore to ₹5 lakh crore was achieved in less than 50 days after crossing the previous benchmark on January 23, 2025.

Strengthening Market Accessibility Through Policy Reforms

One of the key drivers behind GeM’s success is the government’s proactive policy reforms aimed at enhancing market accessibility. Several recent initiatives have made the platform more inclusive and business-friendly, particularly for Micro and Small Enterprises (MSEs), startups, and women-led enterprises. साथ ही, ICAR जलवायु सहनशील फसलों के विकास में भी सक्रिय रूप से कार्यरत है। सरकार ने देश के सबसे अधिक संवेदनशील जिलों की पहचान करके किसानों के लिए उपयुक्त समाधान प्रदान किए हैं, जिससे वे जलवायु अनिश्चितताओं के बावजूद अपनी उत्पादकता बनाए रख सकें।

रणनीतिक मिशनों के माध्यम से सतत कृषि

राष्ट्रीय सतत कृषि मिशन (NMSA) के तहत, DA&FW टिकाऊ कृषि तकनीकों को बढ़ावा देकर जलवायु लचीलेपन को सशक्त बना रहा है। इस पहल के तहत, पर ड्रॉप मोर क्रॉप, वर्षा आधारित क्षेत्र विकास और मृदा स्वास्थ्य प्रबंधन जैसी प्रमुख योजनाओं ने जल उपयोग दक्षता और मृदा उर्वरता को बढ़ाने में महत्वपूर्ण भूमिका निभाई है, जिससे दीर्घकालिक कृषि स्थिरता सुनिश्चित होती है।

साथ ही, समन्वित कृषि प्रणाली पर अखिल भारतीय समन्वित अनुसंधान कार्यक्रम (AICRP-IFS) 25 राज्यों और केंद्र शासित प्रदेशों में लागू किया गया है। यह कार्यक्रम कृषि विविधीकरण को प्रोत्साहित करता है, जिससे किसान पारंपरिक जल-गहन फसलों पर निर्भर न रहकर दलहन, तिलहन, मोटे अनाज और पोषक अनाज जैसी वैकल्पिक फसलों की ओर बढ़ सकें।

कृषि विविधीकरण: एक सतत भविष्य की ओर

प्रधानमंत्री राष्ट्रीय कृषि विकास योजना (PM-RKVY) पंजाब और पश्चिमी उत्तर प्रदेश में कृषि विविधीकरण को बढ़ावा देने में एक महत्वपूर्ण पहल रही है। इस योजना के तहत, किसानों को धान जैसी अधिक जल-खपत करने वाली फसलों से दलहन, तिलहन और कृषि वानिकी जैसी टिकाऊ फसलों की ओर प्रेरित किया गया है। इससे न केवल जल संरक्षण को बढ़ावा मिला है बल्कि मृदा की उर्वरता भी संरक्षित हुई है।

इसके अलावा, सरकार ने इस योजना को आंध्र प्रदेश, बिहार, गुजरात, कर्नाटक, महाराष्ट्र, ओडिशा, तमिलनाडु, तेलंगाना, उत्तर प्रदेश और पश्चिम बंगाल जैसे राज्यों तक विस्तारित किया है, जहाँ किसानों को तंबाकू की खेती छोड़कर वैकल्पिक फसलों की ओर प्रोत्साहित किया जा रहा है। यह कदम पर्यावरणीय और आर्थिक दृष्टिकोण से अत्यंत लाभदायक है।

वर्ष 2023-24 में कृषि उन्नति योजना के तहत 17 राज्यों के 75 जिलों में विशेष पायलट प्रोजेक्ट शुरू किया गया है, जिससे जल-गहन फसलों की जगह दलहन, मोटे अनाज और तिलहन जैसी फसलों को अपनाया जा सके। इस परियोजना में 19 राज्य कृषि विश्वविद्यालयों और 5 ICAR संस्थानों की भागीदारी सुनिश्चित की गई है, जिससे वैज्ञानिक आधार पर इस योजना को सफलतापूर्वक कार्यान्वित किया जा सके।

जल संरक्षण हेतु “पर ड्रॉप मोर क्रॉप” योजना

वर्ष 2015-16 में शुरू की गई पर ड्रॉप मोर क्रॉप (PDMC) योजना ने भारतीय कृषि में जल उपयोग दक्षता को नया आयाम दिया है। इस योजना के तहत, ड्रिप और स्प्रिंकलर सिंचाई जैसी माइक्रो-सिंचाई प्रणालियों को बढ़ावा दिया गया है, जिससे किसान कम जल में अधिक उत्पादन प्राप्त कर सकते हैं।

इस योजना के अंतर्गत, छोटे और सीमान्त किसानों को 55% तथा अन्य किसानों को 45% की वित्तीय सहायता प्रदान की जाती है, जिससे जल-संरक्षण आधारित कृषि तकनीकों को सभी किसानों तक पहुँचाया जा सके। ICAR-भारतीय जल प्रबंधन संस्थान अपने 26 नेटवर्क केंद्रों के माध्यम से वैज्ञानिक सिंचाई तकनीकों का प्रचार-प्रसार कर रहा है, जिससे किसानों को न्यूनतम जल उपयोग से अधिकतम लाभ प्राप्त हो सके।

कृषि विज्ञान केंद्र (KVKs) के माध्यम से किसानों को सशक्त बनाना

KVKs जमीनी स्तर पर जलवायु लचीलापन बढ़ाने में महत्वपूर्ण भूमिका निभा रहे हैं। देशभर में फैले 731 कृषि विज्ञान केंद्र (KVKs) किसानों को उनकी क्षेत्रीय आवश्यकताओं के अनुरूप तकनीकी प्रशिक्षण और प्रदर्शन प्रदान कर रहे हैं।

देश के 151 जलवायु जोखिम-प्रवण जिलों में, KVKs NICRA के तहत विशेष प्रदर्शन कार्यक्रम चलाते हैं, जिससे इन क्षेत्रों में रहने वाले किसानों को लक्षित सहायता प्राप्त हो सके।

इसके अलावा, KVKs में ग्राम जलवायु जोखिम प्रबंधन समितियाँ, बीज और चारा बैंक, तथा कस्टम हायरिंग सेंटर भी उपलब्ध हैं, जो किसानों को समय पर कृषि संचालन करने में सहायता प्रदान करते हैं। इन केंद्रों के माध्यम से मौसम आधारित परामर्श भी प्रदान किया जाता है, जिससे किसान अप्रत्याशित जलवायु परिवर्तनों का प्रभावी समाधान निकाल सकें।

सतत और समृद्ध कृषि क्षेत्र की ओर मोदी सरकार की दूरदृष्टि

Under this umbrella, key schemes such as Per Drop More Crop, Rainfed Area Development, and Soil Health & Management have been instrumental in enhancing water efficiency and soil fertility, ensuring long-term agricultural sustainability.

The All India Coordinated Research Programme on Integrated Farming Systems (AICRP-IFS) is another crucial initiative, covering 25 states and union territories. It promotes crop diversification, reducing dependency on traditional high-water-consuming crops and encouraging alternatives like pulses, oilseeds, coarse cereals, and nutri-cereals.

Crop Diversification for a Sustainable Future

The Pradhan Mantri-Rashtriya Krishi Vikas Yojana (PM-RKVY) has been pivotal in promoting crop diversification in Punjab and western Uttar Pradesh, shifting farmers away from water-intensive paddy cultivation towards more sustainable crops like pulses, oilseeds, and agroforestry. This approach not only conserves water but also enriches soil fertility.

Additionally, the government has extended the crop diversification program to states such as Andhra Pradesh, Bihar, Gujarat, Karnataka, Maharashtra, Odisha, Tamil Nadu, Telangana, Uttar Pradesh, and West Bengal, encouraging farmers to move away from tobacco cultivation toward alternative crops. This move is both environmentally and economically beneficial.

A special Pilot Project under Krishi Unnati Yojana, initiated in 2023-24 across 75 districts in 17 states, further strengthens diversification by replacing water-intensive crops with pulses, millets, and oilseeds. With the involvement of 19 State Agricultural Universities and 5 ICAR Institutes, this project ensures scientific backing and structured implementation.

Water Conservation Through Per Drop More Crop

Since its launch in 2015-16, the Per Drop More Crop (PDMC) scheme has revolutionized water use efficiency in Indian agriculture. By promoting micro-irrigation systems such as drip and sprinkler irrigation, the scheme has enabled farmers to optimize water consumption, especially for staple crops. With financial assistance of 55% for small and marginal farmers and 45% for other farmers, PDMC has made water-efficient farming accessible to all.

The ICAR-Indian Institute of Water Management, operating through 26 network centers, has played a key role in disseminating scientific irrigation techniques, ensuring that farmers get the best returns from minimal water use.

Empowering Farmers Through Krishi Vigyan Kendras (KVKs)

KVKs have been instrumental in addressing climate resilience at the grassroots level. With 731 KVKs spread across the country, farmers receive hands-on training and technology demonstrations tailored to their specific regional needs. In 151 risk-prone districts, KVKs conduct specialized demonstrations under NICRA, ensuring that farmers in the most vulnerable areas receive targeted support.

Moreover, KVKs house Village Climate Risk Management Committees, seed and fodder banks, and Custom Hiring Centers, enabling farmers to undertake timely farm operations. These institutions also provide weather-based advisories, helping farmers mitigate climate risks effectively.

  1. Seekho aur Kamao: Launched in 2014-15, this scheme focuses on enhancing the employability of minority youth (14-45 years) by equipping them with modern and traditional skills.   2. Upgrading the Skills and Training in Traditional Arts Crafts for Development (USTTAD): Introduced in 2015, this scheme aimed at preserving and promoting traditional arts and crafts while enhancing the capacities of master craftsmen and artisans. A remarkable 89.10% of the total beneficiaries under this initiative were women (19,255 individuals).
  3. Nai Manzil: Operational between 2014-15 and 2020-21, this scheme provided formal education and skill development to minority youth who lacked formal schooling credentials. Over 54,233 women benefitted from this initiative, constituting 54.94% of total beneficiaries.
  4. Nai Roshni and Hamari Dharohar: These schemes focused on women’s leadership development and cultural preservation among minority communities.

Policy Recommendations for Sustained Growth

Despite the progress achieved, there is room for further policy refinements to ensure continued improvement in the labour force participation of women from minority communities:

  1. Expansion of Skill Development Initiatives: Strengthening skill-training programs with greater emphasis on emerging sectors such as digital technology, e-commerce, and financial services can enhance employment opportunities for minority women.
  2. Financial Inclusion Measures: Linking skill development with financial literacy programs, microfinance access, and entrepreneurship support can empower women economically and promote self-employment.
  3. Social Security and Workplace Safety: The introduction of targeted social security schemes such as maternity benefits, workplace safety norms, and insurance for self-employed women can enhance workforce retention and participation.
  4. Encouraging Formalization: Incentivizing businesses to integrate informal sector workers into the formal economy by offering tax benefits, wage subsidies, and flexible work arrangements can help bridge employment gaps.
  5. Real-Time Data Utilization: Leveraging data analytics to assess employment trends, migration patterns, and skill demands can help policymakers design more effective interventions tailored to specific minority communities.
  6. Community-Based Engagement: Encouraging local self-help groups (SHGs), NGOs, and religious institutions to promote vocational training and job placements can lead to greater community acceptance and participation.

The increasing labour force participation of women from minority communities is a testament to the efficacy of targeted government policies and socio-economic transformations. However, sustained efforts are required to further bridge gender disparities and economic exclusion. The e-Shram portal, launched by the Ministry of Labour and Employment on August 26, 2021, has successfully registered over 30.68 crore unorganized workers, with women comprising a significant 53.68% of the total registrations. The initiative is a landmark step in formalizing India’s vast informal sector and ensuring that workers receive the benefits of social security schemes through a Universal Account Number (UAN).

One-Stop Solution for Social Security

To align with the vision outlined in the Union Budget, the Ministry launched the e-Shram One-Stop-Solution on October 21, 2024. This initiative integrates multiple social security and welfare schemes into a single digital framework, enabling unorganised workers to easily access benefits, track their entitlements, and ensure their inclusion in India’s economic development.

Currently, 13 key schemes from different ministries and departments have been mapped onto the e-Shram platform, including:

Patent Grants Increased 17-Fold: Since 2014, India has witnessed an exponential rise in patent grants, highlighting the surge in cutting-edge research and intellectual property generation.

Strengthening R&D with Government Support

The ₹20,000 crore RDI fund is part of a broader effort to boost private sector-led research and technological advancements. The Defence Research and Development Organisation (DRDO) has achieved a significant milestone in India’s aerospace sector by successfully conducting high-altitude trials of the Indigenous On-Board Oxygen Generating System (OBOGS)-based Integrated Life Support System (ILSS) for the Light Combat Aircraft (LCA) Tejas. The Defence Bio-Engineering & Electro Medical Laboratory (DEBEL), a Bengaluru-based DRDO lab, conducted these trials on March 4, 2025, demonstrating India’s growing self-reliance in critical aviation technologies.

Revolutionizing Airborne Life Support Systems

The OBOGS-based ILSS is a next-generation system designed to provide continuous oxygen supply to pilots in real time, eliminating dependence on traditional liquid oxygen cylinders. The system was rigorously tested on the LCA Prototype Vehicle-3 of Hindustan Aeronautics Limited (HAL) and the Aeronautical Development Agency (ADA), ensuring its performance under extreme flight conditions. The trials evaluated the system’s efficacy at altitudes of up to 50,000 feet Above Mean Sea Level, including high-G maneuvers that replicate real combat scenarios.

Performance parameters tested included oxygen concentration levels, demand breathing mechanisms, availability of 100% oxygen, and system reliability during aerobatic maneuvers. The evaluation covered critical phases such as take-off, cruising, G-turns, rejoin approach, and landing. With clearance from the Centre for Military Airworthiness & Certification (CEMILAC), the system successfully met all predefined standards, marking a major leap in indigenous defence aviation technology.

Advanced Features and Indigenous Development

The ILSS incorporates 10 Line Replaceable Units, including key components such as the Low-Pressure Breathing Regulator, Breathing Oxygen System (BOS), Emergency Oxygen System, Oxygen Sensor, and Anti-G Valve. These advanced elements ensure real-time oxygen generation, significantly enhancing pilot endurance and mission effectiveness.

Developed in collaboration with Indian defence industries, the system boasts 90% indigenous content. Larsen & Toubro (L&T) served as the Development cum Production Partner, underscoring the public-private partnership model in strengthening India’s aerospace sector. Furthermore, the ILSS is designed with adaptability in mind—it can be modified for integration into MiG-29K and other aircraft, expanding its utility beyond the LCA Tejas.

A Step Towards ‘Viksit Bharat 2047’ and Atmanirbhar Bharat

Defence Minister Shri Rajnath Singh congratulated DRDO, the Indian Air Force (IAF), HAL, ADA, and industry partners for this remarkable achievement. He emphasized that this technological breakthrough aligns with India’s vision of ‘Viksit Bharat 2047,’ showcasing the nation’s growing capability in cutting-edge defence technologies.

Secretary, Department of Defence R&D, and Chairman DRDO, Dr. Samir V Kamat, also commended the collaborative efforts of DEBEL, CEMILAC, the National Flight Test Center, the Directorate General of Aeronautical Quality Assurance, and the IAF. Their combined contributions ensured the successful high-altitude trial of the Indigenous ILSS, reinforcing India’s commitment to self-reliance in aerospace technology.

At the Advantage Assam 2.0 summit, Union Minister of Ports, Shipping, and Waterways, Shri Sarbananda Sonowal, announced investments exceeding ₹4,800 crore to rejuvenate Assam’s riverine infrastructure. This initiative aligns with Prime Minister Shri Narendra Modi’s vision of Viksit Bharat, wherein Assam and the Northeast play a pivotal role in India’s journey towards becoming a developed nation by 2047.

Revitalizing Assam’s Inland Waterways

Assam, endowed with a vast network of rivers, including the Brahmaputra (NW2) and Barak (NW16), has immense potential to leverage inland waterways as a key conduit for trade, commerce, and tourism. The Modi government has been actively working since 2014 to revive this mode of transport, which had been neglected in the past. Infrastructure development includes the construction of modern jetties with onshore facilities at Silghat, Bishwanath Ghat, Neamati Ghat, and Guijan. Additionally, a new regional office and guest house will be built at Fancy Bazar in Guwahati.

3. Ship Repair Facility at Pandu (₹375 crore)

To strengthen the inland water transport ecosystem, Phase II of the Ship Repair Facility at Pandu will be developed with an investment of ₹375 crore. This will significantly improve vessel maintenance capabilities and boost maritime operations in Assam.

4. Ensuring Navigability: Dredging and Fairway Development (₹191 crore)

The government has entrusted the Dredging Corporation of India (DCI) to ensure a minimum draft of 2.5 meters from the Bangladesh border to Pandu in NW2 by 2026-27. An estimated ₹191 crore has been allocated for this purpose, making Assam’s waterways more navigable for commercial transport.

Modernizing Riverine Transport and Infrastructure

1. Water Metro Service in Guwahati and Dhubri (₹315 crore)

Inspired by the success of the Kochi Metro, Assam will soon have its own world-class Water Metro Service in Guwahati and Dhubri. Feasibility studies are already underway, and two electric catamarans are being built by Cochin Shipyard Limited (CSL) for deployment.

2. Regional Centre of Excellence in Dibrugarh (₹120 crore)

A significant step towards capacity-building and research, the Centre of Excellence in Dibrugarh will focus on training, innovation, and sustainable maritime development, with an allocation of ₹120 crore.

3. Riverine Lighthouses Along Brahmaputra (₹100 crore)

To enhance navigational safety and boost tourism, riverine lighthouses will be constructed at Bogibeel, Biswanath, Nimati, Pandu, and Silghat, with a total investment of ₹100 crore.

4. Fairway Development Between Pandu and Bogibeel (₹150 crore)

Fairway development with a minimum LAD (Least Available Depth) of 2.5 meters will be undertaken to ensure uninterrupted riverine transport between Pandu and Bogibeel.

Strategic Implementation by IWAI

The Inland Waterways Authority of India (IWAI) is spearheading multiple projects worth ₹1,010 crore to modernize Assam’s waterways. Some of the major initiatives include:

  • ₹208 crore for a Ship Repair Facility at Pandu
  • ₹180 crore for an alternate road from Pandu to NH27
  • ₹66 crore for a new Inland Waterways Terminal at Bogibeel
  • ₹82 crore for an Inland Waterways Terminal at Jogighopa
  • ₹646 crore under the Sagarmala Scheme for riverine infrastructure development

For Barak River, additional investments include the procurement of survey vessels, amphibian dredgers, crane pontoons, and floating terminal facilities in Karimganj and Badarpur.

The transformation of Assam’s inland waterways is not just a regional initiative but a strategic move towards achieving Viksit Bharat. The ambitious investments will unlock Assam’s economic potential, foster trade and commerce, and promote sustainable development. Madhya Pradesh: A Hub for Electronics Manufacturing

Madhya Pradesh has become a focal point of India’s electronics boom, fueled by substantial investments and government-backed initiatives. Two electronic manufacturing clusters—one in Bhopal and another in Jabalpur—have been approved, hosting 85 active companies in the sector. This expansion is driving economic growth, employment, and technological advancements in the state.

A major milestone in this journey is the establishment of an advanced IT campus spanning 1 lakh square feet, which will facilitate the manufacturing of IT hardware and electronic products. With an investment of ₹150 crore over six years, the campus will generate employment for nearly 1,200 professionals. It will produce a range of high-tech products, including servers, desktops, motherboards, RAM, SSDs, drones, and robots.

Strengthening India’s Semiconductor Manufacturing Capabilities

The Modi government has placed semiconductor manufacturing at the core of its industrial policy. With five semiconductor fabrication units under construction, India is gearing up to establish a robust semiconductor ecosystem. To support this vision, 85,000 engineers are being trained in advanced semiconductor and electronics manufacturing, ensuring a steady pipeline of skilled professionals.

India ranks as the sixth-largest textile exporter globally, contributing 8.21% to the country’s total exports in 2023-24. Holding a 4.5% share in global trade, the sector significantly impacts the economy, with the United States and the European Union accounting for 47% of India’s textile and apparel exports.

The textile industry in India has long been a cornerstone of economic growth and cultural heritage. Under the leadership of Prime Minister Narendra Modi, the sector has undergone significant transformation, driven by policy initiatives, technological advancements, and a commitment to sustainability. One of the most defining milestones in this journey is Bharat Tex 2024, India’s largest global textile event, held from February 26 to 29, 2024, at Bharat Mandapam and Yashobhoomi, New Delhi. Spanning 2.2 million square feet, with over 3,500 exhibitors and more than 50,000 trade visitors from 100+ countries, Bharat Tex 2024 highlighted India’s commitment to revolutionizing the textile sector and strengthening its position in the global market.

India’s Textile Industry: A Key Driver of Economic Growth

India ranks as the sixth-largest textile exporter globally, contributing 8.21% to the country’s total exports in 2023-24. Holding a 4.5% share in global trade, the sector significantly impacts the economy, with the United States and the European Union accounting for 47% of India’s textile and apparel exports. The industry provides direct employment to over 45 million people and indirectly supports more than 100 million, including a large proportion of women and rural workers. By integrating key government initiatives such as Make in India, Skill India, Women Empowerment, and Rural Youth Employment, the textile sector has emerged as a crucial pillar of India’s inclusive economic development.

With India’s textile exports already reaching ₹3 lakh crore, the government has set a target to triple this to ₹9 lakh crore by 2030. Bharat Tex 2024 served as a testament to this ambitious vision by showcasing advancements in domestic manufacturing, global trade partnerships, and cutting-edge textile technologies.

1. Prime Minister Mega Integrated Textile Region and Apparel (PM MITRA) Parks Scheme

The PM MITRA Parks Scheme is a landmark initiative designed to create a globally competitive and integrated textile value chain. Under this scheme, seven mega textile parks will be established across different states, offering state-of-the-art infrastructure and industrial facilities. These parks will feature world-class industrial infrastructure, logistics hubs, and connectivity to ports and railway stations. 2. Production Linked Incentive (PLI) Scheme for Textiles

With an outlay of ₹10,683 crore (~$1 billion), this scheme incentivizes companies engaged in the manufacturing of man-made fiber (MMF) apparel, MMF fabrics, and technical textiles, which are in high demand globally. Furthermore, it is estimated to create around 7.5 lakh direct jobs, along with numerous indirect employment opportunities throughout the supply chain. 3. Samarth (Skill Development Scheme)

The Samarth scheme is a demand-driven skill development program designed to enhance workforce capabilities in the textile sector. It focuses on bridging the skill gap by providing training in key areas such as spinning, weaving, dyeing, printing, and garmenting. Industry collaboration plays a crucial role in the scheme’s implementation, as it partners with textile industries, training institutes, and state governments to ensure effective skill-building programs. A unique aspect of this initiative is its placement-oriented approach, ensuring that trainees secure employment in textile companies. Additionally, the scheme promotes social inclusion by offering special provisions for women, SC/ST candidates, and persons with disabilities to encourage their participation in the industry. The National Technical Textiles Mission (NTTM) is a visionary initiative focused on promoting technical textiles, which are high-performance engineered products used in industries like healthcare, defense, construction, and aerospace. The mission aims to expand India’s market size in this sector to $300 billion by 2047. It encourages research and innovation in areas such as medical textiles (surgical gowns, PPE kits), geotextiles (used in road construction), and protective textiles (fire-resistant and ballistic fabrics). To ensure the growth of a skilled workforce, the initiative also emphasizes education and skill development by introducing specialized courses in premier institutions like IITs and NITs. Another significant aspect of this mission is export promotion, which helps Indian manufacturers compete in high-tech textile markets such as the US, EU, and Japan. This initiative supports entrepreneurship by providing funding and mentorship for innovators in the textile sector. Recently, four startups were granted ₹50 lakhs each to develop next-generation medical, industrial, and protective textiles. Additionally, three top academic institutions, including IIT Indore and NIT Patna, were allocated ₹6.5 crores to introduce specialized technical textile courses and enhance research capabilities. Under the Prime Minister’s 15-Point Programme, over 50 million scholarships have been awarded to minority students since 2014, empowering them with education and better job opportunities. Additionally, over 900,000 youth from minority communities have received skill training under various government schemes, enhancing their employability. 

The Prime Minister’s New 15-Point Programme for the Welfare of Minorities is a strategic initiative aimed at ensuring the socio-economic upliftment of the six centrally recognized minority communities in India: Muslims, Christians, Sikhs, Buddhists, Jains, and Parsis. Introduced to provide equal opportunities in education, employment, and economic development, this programme aligns with the government’s vision of Sabka Saath, Sabka Vikas, Sabka Vishwas by fostering inclusive growth.

Key Objectives

The 15-Point Programme is structured around four broad objectives:

India now manufactures 325 to 330 million mobile phones annually, covering almost the entire domestic demand. Mobile phone exports, which were nearly non-existent in 2014, have now crossed 1,29,000 crore in 2024.

India has emerged as the world’s second-largest mobile phone manufacturer, a testament to the success of the ‘Make in India’ initiative. Union Minister for Electronics and Information Technology, Railways, and Information & Broadcasting, Sh. Ashwini Vaishnaw, recently highlighted the remarkable transformation in India’s mobile and electronics manufacturing sector over the past decade. The country has transitioned from being heavily dependent on imports to achieving near-complete self-reliance in mobile phone production.

From Import Dependence to Manufacturing Powerhouse

In 2014, India had only two mobile manufacturing units. Fast forward to today, the country boasts over 300 operational units across the nation. This exponential growth reflects a well-planned and executed industrial strategy, emphasizing domestic production and reducing reliance on imports.

The numbers tell a compelling story:

  • In 2014-15, only 26% of mobile phones sold in India were manufactured domestically.
  • By 2024, a staggering 99.2% of all mobile phones sold in India are made within the country.
  • The total manufacturing value has skyrocketed from ₹18,900 crore in FY14 to ₹4,22,000 crore in FY24.
  • India now manufactures 325 to 330 million mobile phones annually, covering almost the entire domestic demand.

With an extensive survey covering 649,491 children across 17,997 villages in 605 districts, the findings underscore the commendable strides in enrollment, foundational literacy, digital literacy, and overall educational infrastructure in rural India.

Revolutionizing Pre-Primary Education

The ASER 2024 findings highlight significant progress in pre-primary education. Enrollment among children aged 3-5 years has shown a substantial rise, reflecting the effectiveness of government initiatives such as the Samagra Shiksha Abhiyan and the strengthening of Anganwadi centers.

Enrollment for 3-year-olds increased from 68.1% in 2018 to 77.4% in 2024, with states like Gujarat, Maharashtra, Odisha, and Telangana achieving near-universal enrollment.

Among 5-year-olds, the enrollment rate saw a remarkable jump from 58.5% in 2018 to 71.4% in 2024, driven by proactive policies in Karnataka, Gujarat, and Maharashtra.

A decline in the proportion of underage children in Std I from 25.6% in 2018 to 16.7% in 2024 highlights improved implementation of age-appropriate school entry policies.

Strengthening Elementary Education

Under the Modi government, elementary education has seen sustained high enrollment rates, exceeding 95% for nearly two decades. The increased preference for government schools, from 65.5% in 2018 to 66.8% in 2024, signals rising confidence in public education.

Reading Skills: The proportion of Std III students able to read a Std II-level text increased from 20.9% in 2018 to 23.4% in 2024, with significant improvements in government schools. States such as Himachal Pradesh, Uttarakhand, Uttar Pradesh, and Odisha recorded over a 10-percentage point increase in reading proficiency.

Arithmetic Skills: Basic numerical subtraction skills in Std III improved from 28.2% to 33.7% in 2024, with Tamil Nadu and Himachal Pradesh leading in progress.

Improved Learning Outcomes: Std V students in government schools showed a positive recovery in reading and arithmetic skills, reinforcing the impact of initiatives such as the National Education Policy (NEP) 2020 and Foundational Literacy and Numeracy (FLN) programs.

Expanding Education for Older Children

School Enrollment: The dropout rate for students aged 15-16 years fell from 13.1% in 2018 to 7.9% in 2024, showcasing the success of schemes like Beti Bachao Beti Padhao and PM Poshan.

Digital Literacy: Smartphone access among children aged 14-16 years is near universal, with 82.2% reporting proficiency in smartphone usage. The push for digital literacy and online education platforms has ensured greater engagement in educational activities.

Reinforcing School Infrastructure and Teacher Attendance

Over 95% of schools have received textbooks on time, marking a substantial improvement from previous years.

Government-mandated FLN activities have been implemented in over 80% of schools, reflecting the strong policy focus on early education.

Student attendance rose from 72.4% in 2018 to 75.9% in 2024, while teacher attendance improved from 85.1% to 87.5%, largely driven by Uttar Pradesh.

Infrastructure improvements, including functional girls’ toilets (66.4% in 2018 to 72% in 2024) and access to drinking water (74.8% to 77.7%), demonstrate the effectiveness of government interventions.
