India’s aspiration to become a Viksit Bharat by 2047 rests not merely on macroeconomic growth, industrial expansion or urban transformation, but equally on the strength of its grassroots institutions. As envisioned by Mahatma Gandhi’s concept of Gram Swaraj and constitutionally institutionalized through the 73rd Constitutional Amendment Act, 1992, Panchayati Raj Institutions (PRIs) constitute the foundational architecture of India’s democratic and developmental state. Over the past twelve years, India has witnessed one of the most ambitious experiments in democratic decentralization and local governance reform anywhere in the world.

The transformation of Panchayati Raj since 2014 represents a significant shift from viewing Panchayats merely as administrative agencies to recognizing them as empowered institutions of local self-government, capable of planning, financing, implementing and monitoring rural development. Through institutional strengthening, digital governance, fiscal decentralization, property reforms, artificial intelligence integration and targeted empowerment of women, tribal communities and youth, India’s Panchayat ecosystem has evolved into a critical pillar of the Viksit Bharat vision.

Reimagining Democratic Decentralization in the World’s Largest Democracy

The global discourse on decentralization, reflected in the works of scholars such as Elinor Ostrom, Jean-Paul Faguet and Pranab Bardhan, consistently emphasizes that effective local governance enhances accountability, improves service delivery and promotes inclusive development. The World Bank’s World Development Report 2017: Governance and the Law similarly underscores that decentralized institutions become effective when accompanied by capacity, accountability and fiscal autonomy.

India’s Panchayati Raj system represents perhaps the world’s largest democratic experiment at the grassroots level, encompassing over 2.7 lakh local governments and more than 31 lakh elected representatives, of whom nearly 46 percent are women. However, despite constitutional status, Panchayats historically faced constraints related to inadequate finances, weak institutional capacity, fragmented planning and limited technological integration.

The past twelve years have sought to address these structural challenges through a comprehensive reform strategy focused on four critical pillars: institutional capacity, digital transformation, fiscal empowerment and inclusive governance.

Building Institutional Capacity at an Unprecedented Scale

One of the most significant achievements has been the expansion of institutional capacity through the Rashtriya Gram Swaraj Abhiyan (RGSA). Launched in 2018 and subsequently revamped, RGSA represents perhaps the largest local governance capacity-building programme undertaken globally.

Between 2018 and 2026, more than 4.10 crore elected representatives and Panchayat functionaries across over 2.70 lakh Panchayati Raj Institutions received training and capacity-building support. This massive exercise has strengthened local governance competencies in areas such as public finance, participatory planning, service delivery, leadership and digital governance.

Particularly noteworthy has been the emphasis on women’s leadership. Between FY 2022-23 and FY 2025-26, over 33.55 lakh women elected representatives received specialized training interventions. This initiative aligns with evidence from research by Esther Duflo and Raghabendra Chattopadhyay, whose pioneering studies demonstrated that women’s political participation at local levels substantially improves governance outcomes, public service delivery and social development indicators.

Simultaneously, investments in governance infrastructure have significantly strengthened Panchayat institutions. More than 25,100 Gram Panchayat buildings and over 61,000 computers have been provided, creating the physical and digital foundations necessary for modern local governance.

Participatory Planning: Institutionalizing Grassroots Democracy

A fundamental challenge of decentralized governance globally has been ensuring meaningful citizen participation. India’s response has been the institutionalization of Gram Panchayat Development Plans (GPDPs) as the principal instrument of participatory local planning.

Today, development planning exercises have been conducted across more than 2.55 lakh Gram Panchayats, creating one of the world’s largest participatory planning ecosystems. The integration of GPDPs with the e-GramSwaraj platform has further strengthened transparency, citizen engagement and evidence-based planning.

This approach resonates strongly with the principles underlying the United Nations’ localization of Sustainable Development Goals (SDGs), where local governments are recognized as essential actors in achieving sustainable and inclusive development outcomes.

SVAMITVA: Transforming Rural Property Rights

Among the most transformative policy innovations of recent years has been the SVAMITVA Scheme, launched in 2020. Property rights economists such as Hernando de Soto have long argued that formal property ownership is fundamental to wealth creation, financial inclusion and economic empowerment.

By leveraging drone technology and geospatial mapping, the SVAMITVA initiative has undertaken one of the world’s largest rural property surveys. As of June 2026, approximately 3.18 crore property ownership cards have been distributed across 1.92 lakh villages.

The significance of this reform extends beyond administrative modernization. Formal property ownership contributes to:

  • Reduction of land and property disputes;
  • Enhanced access to institutional credit;
  • Improved asset monetization;
  • Increased investment incentives;
  • Strengthened local revenue generation;
  • Greater legal certainty and social stability.

The Economic Survey of India and various studies by NITI Aayog have consistently highlighted the economic potential of formal property rights in unlocking rural wealth and reducing transaction costs.

Digital Governance: Building India’s Rural Digital Public Infrastructure

India’s broader digital public infrastructure revolution has increasingly extended into rural local governance. The e-GramSwaraj ecosystem represents a significant milestone in digitizing local administration, financial management and public accountability. Today, more than 2.59 lakh Panchayats are integrated into the e-Panchayat ecosystem, enabling digital planning, budgeting, accounting and financial management. Integration with the Public Financial Management System (PFMS) has created an end-to-end digital governance architecture capable of supporting real-time financial monitoring and direct payments.

As of June 2026, digital transactions exceeding ₹3.16 lakh crore have been processed through the integrated platform. Such scale of digital governance implementation at the local level is unprecedented globally. Citizen participation has also been strengthened through the Meri Panchayat App, which has crossed one crore downloads, providing rural citizens with direct access to information regarding local governance activities, development projects and public assets.

This digital transformation aligns with the recommendations of the Second Administrative Reforms Commission and reflects India’s emergence as a global leader in digital public infrastructure governance.

Fiscal Decentralization: Empowering Panchayats Financially

No local government can function effectively without adequate financial autonomy. International evidence, including OECD studies on fiscal federalism, demonstrates that empowered local governments require both fiscal transfers and own-source revenue capabilities. India has witnessed substantial progress in fiscal decentralization over the past decade. During the Fifteenth Finance Commission period (2020-26), approximately ₹2.82 lakh crore, representing nearly 95 percent of allocated grants, was released to Rural Local Bodies.

Even more significant is the recommendation of the Sixteenth Finance Commission, which has proposed ₹4.35 lakh crore for Rural Local Bodies during 2026-31—an increase of nearly 84 percent over the previous cycle. This expansion signals an important policy shift: recognizing Panchayats not as implementing agencies, but as autonomous institutions of local governance capable of delivering essential public services and developmental outcomes.

To complement fiscal transfers, initiatives such as the SAMARTH Panchayat Portal and the Atmanirbhar Panchayat Programme seek to strengthen Panchayats’ own-source revenue mobilization capacities, thereby promoting long-term financial sustainability.

Artificial Intelligence and Data-Driven Governance

India’s Panchayat reforms have increasingly embraced emerging technologies, including artificial intelligence and advanced analytics. The introduction of the Panchayat Advancement Index (PAI) in 2025 marks an important innovation in performance measurement and evidence-based governance. Covering over 2.59 lakh Gram Panchayats, the framework assesses performance across the nine themes of localized Sustainable Development Goals (LSDGs). The initiative’s recognition with the National Award for e-Governance (Gold Award) 2026 reflects its significance.

Similarly, the launch of SabhaSaar, an AI-enabled platform capable of automatically generating Gram Sabha proceedings in 23 Indian languages, demonstrates the practical application of artificial intelligence in democratic governance. Since its launch, over 1.35 lakh Panchayats have utilized the platform, generating more than three lakh meeting records, significantly improving transparency and accessibility.

The introduction of Gram Panchayat-level weather forecasting, developed in collaboration with the India Meteorological Department and the Ministry of Earth Sciences, further illustrates how localized data ecosystems can enhance climate resilience, agricultural planning and disaster preparedness.

Strengthening Tribal Self-Governance

The effective implementation of the Panchayats (Extension to Scheduled Areas) Act, 1996 (PESA) has long remained a critical governance challenge. Recent reforms have attempted to operationalize tribal self-governance through institutional strengthening rather than legislative symbolism.

Key interventions include:

  • Development of specialized training modules;
  • Translation into tribal languages;
  • Establishment of a dedicated Centre of Excellence for PESA;
  • Launch of the PESA-GPDP Portal;
  • Introduction of India’s first PESA Ranking Framework.

These initiatives contribute toward strengthening constitutional commitments under the Fifth Schedule while empowering tribal communities to exercise greater control over local resources and governance processes.

Women and Youth: Building Future Democratic Leadership

Women’s political participation has emerged as one of the defining features of India’s Panchayati Raj system. Building upon constitutional reservations, initiatives such as the Sashakt Panchayat-Netri Abhiyan, launched in 2025, have focused on enhancing leadership, communication and governance skills among elected women representatives. The identification of 744 Model Women-Friendly Gram Panchayats and the launch of the Nirbhay Raho Campaign further reflect the growing emphasis on gender-responsive local governance.

Similarly, the Model Youth Gram Sabha Initiative, introduced in 2025, seeks to cultivate democratic participation among young citizens. Covering over 819 residential schools, including Jawahar Navodaya Vidyalayas and Eklavya Model Residential Schools, the programme engaged more than 29,000 students, fostering civic participation and democratic awareness consistent with the objectives of the National Education Policy 2020.

The transformation of Panchayati Raj institutions over the past twelve years represents more than an administrative reform programme; it reflects a broader reimagining of governance itself. By integrating democratic decentralization with digital public infrastructure, fiscal empowerment, artificial intelligence, women’s leadership and citizen participation, India is constructing a governance model uniquely suited to the challenges of the twenty-first century.

As India moves toward the goal of becoming a developed nation by 2047, the success of the Viksit Bharat project will depend substantially on the strength of its grassroots institutions. Strong Panchayats create stronger villages; stronger villages create stronger districts; and stronger districts ultimately build a stronger nation.

The journey of Panchayat reforms over the past decade demonstrates a profound policy insight: the path to Viksit Bharat does not begin in capitals and corridors of power—it begins in the Gram Sabha, the village street and the local community.

The completion of ten years of the Unified Payments Interface (UPI) marks a defining moment in India’s journey towards a digitally empowered economy. Conceived and operationalised by the National Payments Corporation of India under the regulatory oversight of the Reserve Bank of India, UPI has evolved into the backbone of India’s digital public infrastructure. What began in 2016 as a modest experiment in interoperable payments has today become the world’s largest real-time payment platform, transforming the way individuals, businesses, and governments transact.

The scale of transformation achieved by UPI is unprecedented. From processing just a few hundred transactions in its initial phase, the platform now handles tens of billions annually, reflecting not only technological robustness but also widespread public trust. This trajectory aligns with India’s broader vision of inclusive digital growth under the Viksit Bharat framework.

Unprecedented Scale: Growth in Volume and Value

The expansion of UPI over the past decade has been nothing short of exponential. Annual transaction volumes have surged from approximately 2 crore in FY 2016–17 to over 24,000 crore transactions in FY 2025–26, representing an extraordinary increase of nearly 12,000 times. Parallelly, the value of transactions has grown from a negligible ₹0.07 lakh crore to around ₹314 lakh crore, marking a more than 4,000-fold rise.

This dual expansion in both volume and value indicates that UPI has successfully penetrated all layers of economic activity, from micro-payments to high-value transfers. Daily transaction volumes averaging around 66 crore further highlight the platform’s integration into everyday life. According to the International Monetary Fund, UPI now accounts for nearly half of the world’s real-time digital payment transactions, underscoring India’s leadership in building scalable digital infrastructure.

Institutional Ecosystem: Expanding Participation and Interoperability

A key factor behind UPI’s success is the rapid expansion of its institutional ecosystem. The number of banks participating in the platform has increased from just 21 at launch to over 700 today. This includes public sector banks, private banks, small finance banks, payment banks, and cooperative institutions, ensuring deep geographic and demographic penetration.

Each participating bank operates as a payment service provider, enabling both remittance and receipt of funds. The interoperable architecture of UPI, which allows seamless transactions across different banks and applications, has been instrumental in driving adoption. The World Bank has highlighted interoperability as a critical success factor in digital payment systems, and UPI stands as a leading example of this principle in practice.

Usage Dynamics: High-Frequency Retail and Value Transfers

An analysis of transaction patterns reveals UPI’s dual functionality as both a retail payment system and a channel for larger financial transfers. Person-to-merchant transactions dominate in terms of volume, accounting for a significant share of total transactions. These are largely small-ticket payments, with a majority falling below ₹500, reflecting UPI’s deep integration into daily commerce such as retail purchases, transport, and services.

In contrast, person-to-person transactions contribute a larger share of transaction value, indicating their use for higher-value transfers. This divergence highlights the versatility of UPI, which caters to both micro-level consumption and broader financial needs. The ability to support such diverse use cases has been central to its widespread adoption.

Financial Inclusion and Economic Impact

UPI has played a transformative role in advancing financial inclusion across India. By enabling instant, low-cost digital payments, it has brought millions of previously unbanked and underbanked individuals into the formal financial system. The integration of UPI with government initiatives such as Direct Benefit Transfers has further strengthened its role in ensuring efficient and transparent delivery of welfare schemes.

The NITI Aayog has emphasised that digital payments are a critical enabler of inclusive growth, as they reduce transaction costs, enhance transparency, and improve access to financial services. UPI’s widespread adoption among small merchants and informal sector participants has also contributed to the formalisation of the economy, generating broader macroeconomic benefits.

Global Leadership: UPI as a Model for Digital Public Infrastructure

UPI’s success has not gone unnoticed on the global stage. With nearly 49 percent of the world’s real-time payment transactions, India has emerged as a leader in digital payments innovation. Several countries have begun adopting or integrating UPI-based systems, recognising its efficiency, scalability, and security.

Cross-border linkages with countries such as Singapore, the United Arab Emirates, and Nepal demonstrate the potential of UPI as a global payment standard. The platform’s ability to facilitate low-cost international remittances is particularly significant for countries with large diaspora populations. The Bank for International Settlements has noted that interoperable and real-time payment systems like UPI can significantly enhance the efficiency of cross-border payments, a long-standing challenge in global finance.

Technological Architecture: Reliability, Security, and Innovation

UPI’s underlying architecture is built on principles of interoperability, scalability, and security. The platform supports instant fund transfers through a simple interface, leveraging mobile technology and digital identity systems. Continuous innovation, including features such as autopay, QR code payments, and integration with emerging technologies, has ensured that UPI remains at the forefront of digital payments.

The robustness of the system is evident in its ability to handle peak transaction volumes exceeding 2,000 crore transactions in a single month. This level of scalability is rare even among global payment networks and reflects the strength of India’s digital infrastructure.

Policy and Regulatory Support: Enabling a Digital Ecosystem

The growth of UPI has been supported by a conducive policy environment and proactive regulatory oversight. The Reserve Bank of India has played a crucial role in ensuring the stability and security of the payment system, while the government has promoted digital payments through various initiatives and incentives.

Policy measures aimed at enhancing cybersecurity, protecting consumer interests, and encouraging innovation have created a balanced ecosystem that fosters growth while maintaining trust. This collaborative approach between regulators, industry stakeholders, and technology providers has been central to UPI’s success.

The Road Ahead: Expanding Horizons in the Next Decade

As UPI enters its second decade, the focus is likely to shift towards deeper integration, global expansion, and technological innovation. The platform is expected to play a key role in enabling new use cases, including digital lending, embedded finance, and cross-border payments. Expanding merchant adoption, particularly in rural and semi-urban areas, will further strengthen its role in driving inclusive growth.

The continued evolution of UPI will also depend on addressing emerging challenges such as cybersecurity risks, infrastructure resilience, and regulatory harmonisation in cross-border contexts. However, given its strong foundation, UPI is well-positioned to navigate these challenges and continue its trajectory of growth.

 A Pillar of India’s Digital Future

The ten-year journey of UPI represents a landmark achievement in India’s digital transformation. By combining technological innovation, policy support, and widespread adoption, it has redefined the payments landscape and set a global benchmark for real-time digital transactions.

The breakout session, moderated by Shri Atul Kumar Tiwari, Secretary, MSDE, convened experts from government, industry, academia, and international organizations to discuss the roadmap for implementing the National Centres of Excellence for Skilling. Panelists included esteemed professionals from institutions such as the World Skills Centre, Tata Indian Institute of Skills, Reliance Foundation, and Singapore Education Consulting Group, among others. Government’s Commitment to Skill Development

Since 2014, India has made significant progress in skill development, with over 3 crore youth receiving skill training. Plans are in motion to upgrade 1,000 Industrial Training Institutes (ITIs) and establish five Centres of Excellence (CoEs) in partnership with global leaders. The Prime Minister also highlighted the importance of the PM Internship Scheme, which bridges the gap between academic learning and industry requirements by offering practical exposure to students.

Minister of State Shri Jayant Chaudhary reaffirmed the government’s commitment to equipping India’s youth with future-ready digital skills. According to the Stanford AI Index 2024, India ranks first globally in AI skill penetration with a score of 2.8, surpassing the US (2.2) and Germany (1.9). AI talent in India has grown by 263% since 2016, positioning the country as a leading global hub for AI-driven industries. With a dedicated focus on AI skilling, initiatives like SOAR will ensure that India not only prepares its workforce for the future but also emerges as a hub for AI innovation.

Empowering Women Through Skill Development

As we approach International Women’s Day, the government is reinforcing its commitment to expanding opportunities for women in education, skill development, and entrepreneurship. India leads in AI Skill Penetration for Women, with a score of 1.7, outpacing the US (1.2) and Israel (0.9). Special provisions are being introduced to ensure that women receive equitable access to digital training and AI skilling programs.

Joint curriculum development with industry experts will help bridge skill gaps and make training more practical. Additionally, placement support and mentorship programs can enhance employability by connecting students with potential employers and industry mentors.

4. Global Collaborations

Bringing international best practices in skill development to India is crucial for making the country a global hub for skilled talent. Twinning programs with global universities can facilitate knowledge exchange and resource sharing. Adoption of global skill certification standards will enhance international employability, allowing Indian professionals to compete on a global scale. Industry-academia collaborations with leading global companies can further introduce best practices, ensuring that India remains at the forefront of skill development.

5. Increased Public-Private Partnership (PPP) Initiatives

Greater private sector participation ensures the sustainability of skill development programs. Co-investment models, where industries contribute to infrastructure and curriculum design, can create a more effective skilling ecosystem. Private sector-led training programs aligned with future job trends will help meet industry demands. Establishing skill hubs within corporate ecosystems can also facilitate hands-on learning, bridging the gap between academia and industry.

6. Industry-Aligned Curriculum

Updating curricula to keep pace with evolving industry needs and emerging job roles is a priority. Regular syllabus revisions based on market demand and technology advancements will ensure that students learn the most relevant skills. The integration of workplace-based learning models will enhance practical exposure, making students job-ready. Additionally, modular and stackable credentials will allow learners to upskill progressively, enabling a more flexible and adaptable learning approach.

7. Focus on New-Age Courses

To future-proof India’s workforce, skill training must include emerging technologies such as AI, blockchain, data science, cybersecurity, and cloud computing. Artificial Intelligence (AI) and Machine Learning (ML) will prepare youth for AI-driven industries, while blockchain technology will become essential for finance, supply chain, and data security sectors. Data Science and Analytics will equip professionals for the digital economy, and cybersecurity along with cloud computing will strengthen India’s digital infrastructure. By introducing these courses, India can ensure that its workforce is prepared for the jobs of the future.

The Unified Payments Interface (UPI) has emerged as a revolutionary force in India’s digital payments ecosystem. Its rapid adoption, seamless integration with financial institutions, and global expansion make it a benchmark for countries looking to modernize their payment systems. In January 2025 alone, UPI transactions surpassed 16.99 billion, with a total value exceeding ₹23.48 lakh crore, marking the highest-ever monthly record.

UPI’s Impact on India’s Digital Economy

UPI’s adoption has significantly contributed to India’s economic growth by enhancing financial inclusion, reducing cash dependency, and fostering a robust digital payments ecosystem. In FY 2023-24, UPI accounted for 80% of all retail payments, with transaction volumes exceeding 131 billion and a total value surpassing ₹200 lakh crore. The ease of access and real-time processing have made it the preferred payment mode for individuals and businesses alike.

As of January 2025, UPI is supported by 641 banks and more than 80 third-party applications, reflecting its widespread adoption. The distribution of transactions indicates a growing shift toward digital microtransactions, with 62.35% of UPI transactions comprising Person-to-Merchant (P2M) payments and 37.65% accounting for Person-to-Person (P2P) transfers. Notably, 86% of P2M transactions involve amounts up to ₹500, underscoring the trust consumers place in UPI for everyday small payments. These figures highlight that UPI is not just a platform for high-value transactions but a fundamental tool for daily financial activity across diverse demographics.

The success of UPI has attracted international attention. During his visit to India, Professor Carlos Montes, Lead of the Innovation Hub for Prosperity at Cambridge Business School, commended UPI’s achievements. He emphasized that other nations could learn from India’s experience in building a robust digital payments infrastructure.

India’s digital payment revolution is extending beyond its borders, with UPI now live in seven countries, including the UAE, Singapore, Bhutan, Nepal, Sri Lanka, France, and Mauritius. उत्तर प्रदेश के प्रयाग में आयोजित महाकुंभ सफलतापूर्वक संपन्न हो गया। चूंकि उत्तर प्रदेश धार्मिक दृष्टि से अत्यंत समृद्ध राज्य है, इसलिए प्रदेश के मुख्यमंत्री योगी आदित्यनाथ धार्मिक एवं सांस्कृतिक गतिविधियों पर विशेष ध्यान दे रहे हैं। इसके अंतर्गत योगी सरकार ने महाकुंभ के भव्य आयोजन के लिए 6,990 करोड़ रुपये आवंटित किए थे। उन्होंने महाकुंभ के सफल आयोजन के लिए संबंधित अधिकारियों को विशेष निर्देश दिए थे।

उल्लेखनीय है कि प्रयागराज में 13 जनवरी को पौष पूर्णिमा स्नान के साथ कुंभ मेले का शुभारंभ हुआ था तथा 26 फरवरी को महाशिवरात्रि के अंतिम स्नान के साथ इसका समापन हो गया। इस समयावधि में 50 करोड़ से अधिक श्रद्धालुओं ने स्नान किया। शाही स्नान 14 जनवरी को मकर संक्रांति पर, 29 जनवरी को मौनी अमावस्या पर, 3 फरवरी को बसंत पंचमी पर, 12 फरवरी को माघी पूर्णिमा पर तथा 26 फरवरी को महाशिवरात्रि पर हुआ। इन विशेष दिनों में श्रद्धालुओं की अत्यधिक भीड़ अधिक देखी गई।

राष्ट्रपति द्रौपदी मुर्मू, प्रधानमंत्री नरेन्द्र मोदी, गृहमंत्री अमित शाह, रक्षामंत्री राजनाथ सिंह, उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यानाथ सहित देश के लगभग सभी राजनेता, अभिनेता, खिलाड़ी, व्यवसायी आदि संगम में स्नान कर चुके हैं।

प्रधानमंत्री नरेंद्र मोदी ने संगम में डुबकी लगाई। इसके पश्चात उन्होंने सोशल मीडिया पर लिखा कि महाकुंभ में आज पवित्र संगम में डुबकी लगाकर मैं भी करोड़ों लोगों की तरह धन्य हुआ। मां गंगा सभी को असीम शांति, बुद्धि, सौहार्द और अच्छा स्वास्थ्य दें।

गृहमंत्री अमित शाह ने संगम में स्नान करने के पश्चात कहा कि कुंभ हमें शांति और सौहार्द का संदेश देता है। कुंभ आपसे यह नहीं पूछता है कि आप धर्म, जाति या संप्रदाय से हैं। यह सभी लोगों को गले लगाता है। इससे पूर्व उन्होंने सोशल मीडिया पर लिखा था कि महाकुंभ’ सनातन संस्कृति की अविरल धारा का अद्वितीय प्रतीक है। कुंभ समरसता पर आधारित हमारे सनातन जीवन-दर्शन को दर्शाता है। आज धर्म नगरी प्रयागराज में एकता और अखंडता के इस महापर्व में संगम स्नान करने और संतजनों का आशीर्वाद लेने के लिए उत्सुक हूं।

रक्षामंत्री राजनाथ सिंह ने भी संगम में दुबकी लगाई। उन्होंने सोशल मीडिया पर लिखा-

गंगे च यमुने चैव गोदावरी सरस्वती।
नर्मदे सिन्धु कावेरि जलेऽस्मिन् सन्निधिं कुरु।।

आज तीर्थराज प्रयागराज में, भारत की शाश्वत आध्यात्मिक विरासत और लोक आस्था के प्रतीक महाकुंभ में स्नान-ध्यान करके स्वयं को कृतार्थ अनुभव कर रहा हूं।

उल्लेखनीय है कि प्रधानमंत्री नरेन्द्र मोदी ने विगत दिसंबर में महाकुंभ के दृष्टिगत प्रयागराज में लगभग 5500 करोड़ रुपये की विभिन्नम विकास परियोजनाओं का लोकार्पण एवं शिलान्याृस किया था। प्रधानमंत्री ने कहा कि यह विश्व के सबसे बड़े समागमों में से एक है, जहां 45 दिनों तक चलने वाले महायज्ञ के लिए प्रतिदिन लाखों श्रद्धालुओं का स्वागत किया जाता है और इस अवसर के लिए एक नया नगर बसाया जाता है। प्रयागराज की धरती पर एक नया इतिहास लिखा जा रहा है। प्रधानमंत्री ने इस बात पर बल दिया कि महाकुंभ, देश की आध्यात्मिक और सांस्कृतिक पहचान को नए शिखर पर ले जाएगा। उन्होंने कहा कि एकता के ऐसे महायज्ञ की चर्चा संपूर्ण विश्व में होगी।

भारत को पवित्र स्थलों और तीर्थों की भूमि बताते हुए उन्होंने कहा कि यह गंगा, यमुना, सरस्वती, कावेरी, नर्मदा और कई अन्य असंख्य नदियों की भूमि है। प्रयाग को इन नदियों के संगम, संग्रह, समागम, संयोजन, प्रभाव और शक्ति के रूप में वर्णित करते हुए तथा कई तीर्थ स्थलों के महत्व और उनकी महानता के बारे में बताते हुए उन्होंने कहा कि प्रयाग केवल तीन नदियों का संगम नहीं है, अपितु उससे भी कहीं अधिक है। यह एक पवित्र समय होता है जब सूर्य मकर राशि में प्रवेश करता है, तब सभी दिव्य शक्तियां, अमृत, ऋषि और संत प्रयाग में उतरते हैं। प्रयाग एक ऐसा स्थान है जिसके बिना पुराण अधूरे रह जाएंगे। प्रयाग एक ऐसा स्थान है जिसकी स्तुति वेदों की ऋचाओं में की गई है। प्रयाग एक ऐसा स्थान है, जहां हर कदम पर पवित्र स्थान और पुण्य क्षेत्र हैं। प्रयागराज के सांस्कृतिक और आध्यात्मिक महत्व पर प्रकाश डालते हुए उन्होंने एक संस्कृत श्लोक पढ़ा और इसे समझाते हुए कहा कि त्रिवेणी का प्रभाव, वेणीमाधव की महिमा, सोमेश्वर का आशीर्वाद, ऋषि भारद्वाज की तपस्थली, भगवान नागराज वसु जी की विशेष भूमि, अक्षयवट की अमरता और ईश्वर की कृपा यही हमारे तीर्थराज प्रयाग को बनाती है। प्रयागराज एक ऐसी जगह है, जहां धर्म, अर्थ, काम और मोक्ष चारों तत्व उपलब्ध हैं। प्रयागराज केवल एक भूमि का टुकड़ा नहीं है, यह आध्यात्मिकता का अनुभव करने की जगह है।

उन्होंने कहा कि महाकुंभ हमारी आस्था, आध्यात्म और संस्कृति के दिव्य पर्व की विरासत की जीवंत पहचान है। हर बार महाकुंभ धर्म, ज्ञान, भक्ति और कला के दिव्य समागम का प्रतीक होता है। संगम में डुबकी लगाना करोड़ों तीर्थ स्थ लों की यात्रा के बराबर है। पवित्र डुबकी लगाने वाला व्यक्ति अपने सभी पापों से मुक्त हो जाता है। आस्था का यह शाश्वत प्रवाह विभिन्न सम्राटों और राज्यों के शासनकाल, यहां तक कि अंग्रेजों के निरंकुश शासन के दौरान भी कभी नहीं रुका और इसके पीछे प्रमुख कारण यह है कि कुंभ किसी बाहरी ताकतों द्वारा संचालित नहीं होता है। कुंभ मनुष्य की अंतरात्मा की चेतना का प्रतिनिधित्व करता है, वह चेतना जो भीतर से आती है और भारत के हर कोने से लोगों को संगम के तट पर खींचती है। गांवों, कस्बों, शहरों से लोग प्रयागराज की ओर निकलते हैं और सामूहिकता और जनसमूह की ऐसी शक्ति शायद ही कहीं और देखने को मिलती है। एक बार महाकुंभ में आने के बाद हर कोई एक हो जाता है, चाहे वह संत हो, मुनि हो, ज्ञानी हो या आम आदमी हो और जाति-पंथ का भेद भी खत्म हो जाता है। करोड़ों लोग एक लक्ष्य और एक विचार से जुड़ते हैं। महाकुंभ के दौरान विभिन्न राज्यों से अलग-अलग भाषा, जाति, विश्वास वाले करोड़ों लोग संगम पर एकत्र होकर एकजुटता का प्रदर्शन करते हैं। यही उनकी मान्यता है कि महाकुंभ एकता का महायज्ञ है, जहां हर तरह के भेदभाव का त्याग किया जाता है और यहां संगम में डुबकी लगाने वाला हर भारतीय एक भारत, श्रेष्ठ भारत की सुंदर तस्वीर पेश करता है।

उन्होंने भारत की सांस्कृतिक और आध्यात्मिक परंपरा में कुंभ के महत्व पर बल दिया और बताया कि कैसे यह हमेशा से संतों के बीच महत्वपूर्ण राष्ट्रीय मुद्दों और चुनौतियों पर गहन विचार-विमर्श का मंच रहा है। उन्होंने कहा कि जब अतीत में आधुनिक संचार के माध्य्म मौजूद नहीं थे, तब कुंभ महत्वपूर्ण सामाजिक परिवर्तनों का आधार बन गया, जहां संत और विद्वान राष्ट्र के कल्याण पर चर्चा करने के लिए एकत्र हुए और वर्तमान और भविष्य की चुनौतियों पर विचार-विमर्श किया, जिससे देश की विचार प्रक्रिया को नई दिशा और ऊर्जा मिली। आज भी कुंभ एक ऐसे मंच के रूप में अपना महत्व बनाए हुए है, जहां इस तरह की चर्चाएं जारी रहती हैं, जो पूरे देश में सकारात्मक संदेश भेजती हैं और राष्ट्रीय कल्याण पर सामूहिक विचारों को प्रेरित करती हैं। भले ही ऐसे समारोहों के नाम, उपलब्धि और मार्ग अलग-अलग हों, लेकिन उद्देश्य और यात्रा एक ही है। कुंभ राष्ट्रीय विमर्श का प्रतीक और भविष्य की प्रगति का एक प्रकाश स्तंभ बना हुआ है।

उन्होंने कहा कि केंद्र और राज्य दोनों स्तरों पर मौजूदा सरकार के तहत भारत की परंपराओं और आस्था के प्रति गहरा सम्मान है। केंद्र और राज्य दोनों की सरकारें कुंभ में आने वाले तीर्थयात्रियों के लिए सुविधाएं प्रदान करना अपनी जिम्मेदारी मानती हैं। सरकार का लक्ष्यक विकास के साथ-साथ भारत की विरासत को समृद्ध करना भी है।

कुंभ सहायक: केंद्र एवं राज्य सरकारों ने महाकुंभ में भाग लेने वाले श्रद्धालुओं की सुविधाओं का विशेष ध्यान रखा। कुंभ के लिए पहली बार एआई और चैटबॉट तकनीक के उपयोग को चिह्नित करते हुए ‘कुंभ सहायक’ चैटबॉट का शुभारंभ किया गया, जो ग्यारह भारतीय भाषाओं में संवाद करने में सक्षम है। इससे लोगों को बहुत लाभ हुआ।

कुंभवाणी: उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने गत 10 जनवरी को प्रयागराज स्थित सर्किट हाउस से महाकुंभ 2025 को समर्पित आकाशवाणी के विशेष एफएम चैनल‘कुंभवाणी एवं ‘कुंभ मंगल ध्वनि का लोकार्पण किया। उन्होंने कुंभ मंगल ध्वनि का भी लोकार्पण किया। उन्होंने कहा था कि कुम्भवाणी द्वारा प्रसारित आंखों देखा हाल उन लोगों के लिए विशेष रूप से लाभदायक होगा, जो कुंभ में भाग लेने के लिए प्रयागराज नहीं आ सकेंगे। यह इस ऐतिहासिक महाकुंभ के माहौल को देश व दुनिया तक पहुंचाने में सहायक होगा। देश के लोक सेवा प्रसारक प्रसार भारती की ये पहल न केवल भारत में आस्था की ऐतिहासिक परंपरा को बढ़ावा देगी, अपितु श्रद्धालुओं को महत्वपूर्ण जानकारी देगी व सांस्कृतिक कार्यक्रमों का घर बैठे अनुभव करवाएगी।

उल्लेखनीय है कि योगी सरकर ने महाकुंभ से पूर्व प्रयागराज के ऐतिहासिक मंदिरों का जीर्णोद्धार करवाया। इसके साथ-साथ मंदिरों का नवीनीकरण भी किया गया। इसके अतिरिक्त राज्य में हरित क्षेत्र के विस्तार को बढ़ावा दिया गया। विशेषकर प्रयागराज जिले में सड़कों के किनारे पौधे लगाए गए। यह भी उल्लेखनीय है कि स्वच्छता पर भी विशेष ध्यान दिया गया। क्षेत्रों को पॉलीथिन से मुक्त रखने का भी प्रयास किया गया। इसके अंतर्गत महाकुंभ में सिंगल यूज्ड प्लास्टिक पर पूर्ण रूप से प्रतिबंध लगा दिया गया था। मेले में प्राकृतिक उत्पाद जैसे दोना, पत्तल, कुल्हड़ एवं जूट व कपड़े के थैलों के प्रयोग को बढ़ावा दिया गया। योगी सरकार ने श्रद्धालुओं की प्रत्येक सुविधा का ध्यान रखा। इसके अंतर्गत यातावात की भी समुचित व्यवस्था की गई। प्रयागराज आने वाली बसों, रेलगाड़ियों एवं वायुयान की संख्या में वृद्धि की गई। महाकुंभ के लिए रेलवे द्वारा लगभग 1200 रेलगाड़ियां तथा परिवहन विभाग द्वारा सात हजार बसों का संचालन किया गया।

मुख्यमंत्री योगी आदित्यनाथ ने स्वयं हवाई जहाज से मेला स्थल का निरीक्षण किया। इसलिए यह कहना उचित है कि महाकुंभ के सफल आयोजन के लिए योगी सरकार बधाई की पात्र है।

यह भारतीय संविधान की ही शक्ति है की प्रतिष्ठित पिउ रिसर्च द्वारा लोकतंत्र में आस्था पर 2023 में 24 लोकतांत्रिक देशों में किये एक शोध में भारत सर्वाधिक लोकतान्त्रिक आस्था वाले देशों में रहा जहाँ 79 प्रतिशत नागरिकों ने लोकतन्त्र  को शासन की सबसे उत्कृष्ट पद्धति माना। 

 

भारत एक विशाल एवं विभिन्न संस्कृतियों वाला देश है। यहां विभिन्न संप्रदायों, पंथों एवं जातियों आदि के लोग निवास करते हैं। उनके रीति-रिवाज, भाषाएं, रहन-सहन एवं खान-पान भी भिन्न-भिन्न हैं। तथापि वे आपस में मिलजुल कर प्रेमभाव से रहते हैं। वास्तव में यही भारत का मूल स्वभाव है। भारतीय संविधान में भारत के नागरिकों को छह मौलिक अधिकार प्रदान किए गए हैं, जिनका वर्णन अनुच्छेद 12 से 35 के मध्य किया गया है। इनमें समानता का अधिकार, स्वतंत्रता का अधिकार, शोषण के विरुद्ध अधिकार, धार्मिक स्वतंत्रता का अधिकार, संस्कृति और शिक्षा से संबंधित अधिकार एवं संवैधानिक उपचारों का अधिकार सम्मिलित है। उल्लेखनीय है कि पहले संविधान में सात मौलिक अधिकार थे, जिसे ‘44वें संविधान संशोधन- 1978 के अंतर्गत हटा दिया गया। सातवां मौलिक अधिकार संपत्ति का अधिकार था। मूल अधिकार का एक दृष्टांत है- “राज्य नागरिकों के बीच परस्पर विभेद नहीं करेगा।“ भारतीय संविधान में भी किसी के साथ किसी भी प्रकार का भेद नहीं किया जाता। यही इसकी विशेषता है। वास्तव में इन मूल अधिकारों के कारण ही भारतीय संविधान विश्व में प्रेरणादायी माना जाता है। भारत के नागरिकों को स्वतंत्रतापूर्वक जीवन व्यतीत के लिए जितने अधिकार प्रदान किए गए हैं, उतने अधिकार संभवत ही किसी अन्य देश के नागरिकों को प्रदान किए गए हों।

भारतीय संविधान: ऋषि परंपरा का धर्मशास्त्र

वास्तव में भारतीय संविधान ऋषि परंपरा का धर्मशास्त्र है। भारतीय संविधान ‘हम भारत के लोगों’ के लिए हमारी अद्वितीय सांस्कृतिक विरासत जनित स्वतंत्रता एवं समानता के आदर्श मूल्यों के प्रति एक राष्ट्र के रूप में हमारी प्रतिबद्धता का परिचायक है। वर्तमान के आधुनिक भारत की संकल्पना के समय संविधान निर्माताओं ने इसी सांस्कृतिक विरासत को उसके मूल स्वरूप में अक्षुण्ण रखने के ध्येय से भारतीय संविधान की मूल प्रतिलिपि में सांस्कृतिक एवं ऐतिहासिक महत्व के रुचिकर चित्रों को स्थान दिया, जो मूलतः भारतीय संविधान के भारतीय चैतन्य को ही परिभाषित करते हैं। भारतीय ज्ञान परम्परा के अलोक में निर्मित भारतीय संविधान भारत की ऋषि परम्परा का धर्मशास्त्र है। भारतीय जीवन दर्शन का ग्रंथ है।

भारत एक लोकतांत्रिक देश है। यहां सबका आदर-सम्मान किया जाता है। ‘वसुधैव कुटुम्बकम’ भारतीय संस्कृति का मूल आधार है। यह सनातन धर्म का मूल संस्कार है। यह एक विचारधारा है। महा उपनिषद सहित कई ग्रंथों में इसका उल्लेख मिलता है।

अयं निजः परोवेति गणना लघुचेतसाम् ।
उदारचरितानां वसुधैव कुटुम्बकम् ।।

अर्थात यह मेरा है और वह नहीं है, इस तरह की गणना छोटे चित्त वाले लोग करते हैं। उदार चरित्र वाले लोगों के लिए तो संपूर्ण पृथ्वी ही परिवार है।

यह श्लोक भारतीय संसद के प्रवेश पर भी अंकित है। भारत के लोग विराट हृदय वाले हैं। वे सबको अपना लेते हैं। विभिन्न संस्कृतियों के पश्चात भी सब आपस में परस्पर सहयोग भाव बनाए रखते हैं। एक-दूसरे के साथ मिलजुल कर रहते हैं। यही हमारी भारतीय संस्कृति की महानता है। भारत का संविधान विश्व के किसी भी लोकतांत्रिक देश का सबसे लम्बा लिखित संविधान माना जाता है। यह संविधान देश का सर्वोच्च विधान है। यह संविधान सभा द्वारा 26 नवम्बर 1949 को पारित हुआ था तथा 26 जनवरी 1950 से प्रभावी हुआ था। इसलिए 26 नवम्बर को संविधान दिवस तथा 26 जनवरी को गणतंत्र दिवस के रूप में घोषित किया गया।

भारतीय संविधान की निर्माण यात्रा

भारतीय संविधान को पूर्ण करने में दो वर्ष, 11 मास, 18 दिन का समय लगा था। इस पर 114 दिन तक चर्चा हुई तथा 12 अधिवेशन आयोजित किए गए थे। भारतीय संविधान का निर्माण करने वाली संविधान सभा का गठन 19 जुलाई 1946 को किया गया था। इस सभा में 299 सदस्य थे। भारतीय संविधान पर 284 सदस्यों ने हस्ताक्षर किए थे। डॉ. राजेन्द्र प्रसाद इसके अध्यक्ष थे। संविधान सभा ने 26 नवम्बर 1949 में अपना कार्य पूर्ण कर लिया था। भारतीय संविधान के निर्माण में लगभग एक करोड़ व्यय हुए थे। इससे पूर्व देश में भारत सरकार अधिनियम-1935 का विधान प्रभावी था। कोई भी वस्तु सदैव पूर्ण नहीं होती है तथा काल एवं आवश्यकता के अनुसार उसमें परिवर्तन होने संभव हैं। इसीलिए भारतीय संविधान के प्रभावी होने के पश्चात इसमें सौ से अधिक संशोधन किए जा चुके हैं। भविष्य में भी इसमें संशोधन होने की पूर्ण संभावना है।

भारतीय संविधान में सरकार के अधिकारियों के कर्तव्य एवं नागरिकों के अधिकारों के विषय में विस्तार से बताया गया है। संविधान सभा के कुल सदस्यों की संख्या 389 थी। इनमें 292 ब्रिटिश प्रांतों के चार चीफ कमिश्नर थे तथा 93 सदस्य देशी रियासतों के थे। उल्लेखनीय यह भी है कि देश की स्वतंत्रता के पश्चात संविधान सभा के सदस्य ही देश की संसद के प्रथम सदस्य चुने गए थे। देश की संविधान सभा का चुनाव भारतीय संविधान के निर्माण के लिए ही किया गया था। भारतीय संविधान में सरकार के संसदीय स्व रूप की व्युवस्थाि की गई है। इसकी संरचना कुछ अपवादों के अतिरिक्त संघीय है। केंद्रीय कार्यपालिका का संवैधानिक प्रमुख राष्ट्र पति है। भारतीय संविधान में वर्तमान समय में 470 अनुच्छेद एवं 12 अनुसूचियां हैं तथा यह 25 भागों में विभाजित है। इसके निर्माण के समय मूल संविधान में 395 अनुच्छेद एवं 8 अनुसूचियां थीं तथा ये 22 भागों में विभाजित था।

भारतीय संविधान निर्माण का मूल उद्देश्य

भारतीय संविधान के निर्माण का मूल उद्देश्य कल्याणकारी राज्य का सृजन करना है। इसलिए इसके निर्माण से पूर्व विश्व के अनेक देशों के संविधानों का अध्ययन किया गया। तत्पश्चात उन पर गंभीर चिंतन-मनन किया गया। इन संविधानों में से उपयोगी संविधानों के शब्दों को भारतीय संविधान में सम्मिलित किया गया।

भारतीय संविधान की उद्देशिका

हम, भारत के लोग, भारत को एक संपूर्ण प्रभुत्व संपन्न, समाजवादी, पंथनिरपेक्ष, लोकतंत्रात्मक गणराज्य बनाने के लिए तथा उसके समस्त नागरिकों को सामाजिक, आर्थिक और राजनीतिक न्याय, विचार, अभिव्यक्ति, विश्वास, धर्म और उपासना की स्वतंत्रता, प्रतिष्ठा और अवसर की समता, प्राप्त कराने के लिए, तथा उन सबमें, व्यक्ति की गरिमा और राष्ट्र की एकता और अखण्डता सुनिश्चित कराने वाली, बंधुता बढ़ाने के लिए, दृढ़ संकल्पित होकर अपनी संविधानसभा में आज तारीख 26 नवम्बर 1949 ईस्वी (मिति मार्गशीर्ष शुक्ल सप्तमी, संवत दो हजार छह विक्रमी) को एतद्द्वारा इस संविधान को अंगीकृत, अधिनियमित और आत्मार्पित करते हैं।

भारतीय संविधान की इस उद्देशिका में भारत की आत्मा निवास करती है। इसका प्रत्यके शब्द एक मंत्र के समान है। हम भारत के लोग- से अभिप्राय है कि भारत एक प्रजातांत्रिक देश है तथा भारत के लोग ही सर्वोच्च संप्रभु है। इसी प्रकार संप्रभुता- से अभिप्राय है कि भारत किसी अन्य देश पर निर्भर नहीं है। समाजवादी- से अभिप्राय है कि संपूर्ण साधनों आदि पर सार्वजनिक स्वामित्व या नियंत्रण के साथ वितरण में समतुल्य सामंजस्य। ‘पंथनिरपेक्ष राज्य’ शब्द का स्पष्ट रूप से संविधान में कोई उल्लेख नहीं है। लोकतांत्रिक- से अभिप्राय है कि लोक का तंत्र अर्थात जनता का शासन। गणतंत्र- से अभिप्राय है कि एक ऐसा शासन जिसमें राज्य का मुखिया एक निर्वाचित प्रतिनिधि होता है। न्याय- से आशय है कि सबको न्याय प्राप्त हो। स्वतंत्रता- से अभिप्राय है कि सभी नागरिकों को स्वतंत्रता से जीवन यापन करने का अधिकार है। समता- से अभिप्राय है कि देश के सभी नागिरकों को समान अधिकार प्राप्त हैं। इसी प्रकार बंधुत्व- से अभिप्राय है कि देशवासियों के मध्य भाईचारे की भावना।

संविधान की समरसता व संघीय विशेषताएं

विचारणीय विषय यह है कि भारतीय संविधान ने देश के सभी नागरिकों को समान अधिकार प्रदान किए हैं तथा उनके साथ किसी भी प्रकार का भेदभाव नहीं किया, किन्तु देश में आज भी ऊंच-नीच, अस्पृश्यता आदि जैसे बुराइयां व्याप्त हैं। इन बुराइयों को समाप्त करने के लिए विधान भी बनाए गए, परंतु इनका विशेष लाभ देखने को नहीं मिला। ग्रामीण क्षेत्रों में यह समस्या अधिक देखने को मिलती है। सामाजिक समरसता भारतीय समाज का सौंदर्य है, अस्पृश्यता से संबंधित अप्रिय घटनाएं भी चर्चा में रहती हैं। इन बुराइयों को समाप्त करने के लिए जागरूक लोगों को ही आगे आना चाहिए तथा सभी लोगों को अपने देश के संविधान का पालन करना चाहिए।

भारतीय संविधान संघीय शासन प्रणाली स्थापित करता है। संविधान की संघीय अनेक विशेषताएं हैं, जिनमें द्वैध शासन प्रणाली, लिखित संविधान, शक्तियों का विभाजन, संविधान की सर्वोच्चता, कठोर संविधान, स्वतंत्र न्यायपालिका एवं द्विसदनीयता आदि सम्मिलित हैं। भारतीय संविधान में कई एकात्मक अथवा गैर-संघीय विशेषताएं भी हैं, जिनमें एक सुदृढ़ केंद्र, एकल संविधान, एकल नागरिकता, संविधान की नम्रता, एकीकृत न्यायपालिका, केंद्र द्वारा राज्यपाल की नियुक्ति, अखिल भारतीय सेवाएं, आपातकालीन प्रावधान आदि सम्मिलित हैं।

भारत की संसदीय शासन प्रणाली

भारत में संसदीय शासन प्रणाली प्रभावी है। देश में न केवल केंद्र, अपितु राज्यों में भी संसदीय प्रणाली प्रभावी है। एक ओर सर्वोच्च न्यायालय को यह अधिकार प्राप्त है कि वह न्यायिक समीक्षा की अपनी शक्ति के द्वारा संसदीय विधानों को असंवैधानिक घोषित कर सकता है, तो दूसरी ओर संसद को भी यह अधिकार प्राप्त है कि वह अपनी संवैधानिक शक्ति के द्वारा संविधान में संशोधन कर सकती है। भारतीय संविधान के द्वारा ऐसी न्यायिक प्रणाली स्थापित की गई है, जो एकीकृत होने के साथ-साथ स्वतंत्र भी है। देश में एकीकृत न्यायिक प्रणाली के शीर्ष पर सर्वोच्च न्यायालय है तथा इसके नीचे राज्य स्तर पर उच्च न्यायालय हैं। उच्च न्यायालय के अंतर्गत अधीनस्थ न्यायालयों का एक पदानुक्रम है अर्थात जिला न्यायालय एवं अन्य निचले न्यायालय। न्यायालयों की यह एकल प्रणाली केंद्रीय विधानों के साथ-साथ राज्य विधानों को भी प्रभावी करती है। सर्वोच्च न्यायालय एक संघीय न्यायालय है। इसे संविधान का संरक्षक माना जाता है।

भारतीय संविधान एक धर्मनिरपेक्ष राज्य का प्रतीक है। यह किसी विशेष धर्म को भारतीय राज्य के आधिकारिक धर्म के रूप में मान्यता नहीं देता है। इसलिए सभी धर्मों को समान सम्मान देना और उनकी रक्षा करना इसका उत्तरदायित्व है। भारतीय संविधान संघीय है और इसमें दोहरी राजनीति अर्थात केंद्र एवं राज्य की परिकल्पना की गई है, परंतु इसमें केवल एकल नागरिकता अर्थात भारतीय नागरिकता का प्रावधान है। यह अपने नागरिकों में किसी भी प्रकार का भेदभाव नहीं करता।

निसंदेह भारतीय संविधान अपनी विशेषताओं के कारण विश्वभर में प्रेरणा का स्रोत बना हुआ है।
