The country has seen a sevenfold increase in drug seizures, rising from 3.63 lakh kilograms during 2004-2014 to 24 lakh kilograms between 2014-2024. Similarly, the value of drugs destroyed during this period escalated from ₹8,150 crore to ₹56,861 crore.

 

Drug trafficking is not just a law enforcement challenge but a significant threat to national security, social stability, and economic development. The illegal drug trade funds organized crime, terrorism, and narco-terrorism, creating a vicious cycle that destabilizes societies and undermines governance. The Government of India, under the visionary leadership of Prime Minister Narendra Modi, has adopted a multi-pronged strategy to combat this menace. This article explores the critical link between drug trafficking and national security, the Modi government’s proactive measures, and how these efforts contribute to the realization of the Viksit Bharat mission by 2047.

Drug abuse undermines the productivity of a nation’s youth, the driving force of its future. Addiction leads to deteriorating health, crime, and loss of human potential, significantly impacting economic growth. Nations grappling with widespread drug abuse often find themselves entangled in cycles of poverty, crime, and reduced development potential.

India’s geographic position makes it vulnerable to drug trafficking, with its proximity to the “Golden Crescent” and “Golden Triangle” regions—major global hubs of drug production. Traffickers exploit India’s porous borders using advanced technologies like drones, dark web platforms, and cryptocurrency to smuggle narcotics.

Union Home Minister Shri Amit Shah has been at the forefront of the fight against drugs, emphasizing a Whole of Government approach that combines enforcement, public awareness, and systemic reforms. Here are the major initiatives:

Strengthened Legal and Investigative Framework

  • PIT-NDPS Act Expansion: Enhanced use of legal tools for preventive detention and asset confiscation ensures that the financial backbone of drug networks is dismantled.
  • Financial Investigations: A top-to-bottom approach in drug cases ensures uncovering the entire network, including financial trails linked to illicit activities.
  • Enhanced Forensic Capabilities: State governments are being urged to increase forensic lab capacities to expedite evidence processing and convictions.

Strengthened Fight Against Drugs Under Modi Government

Under the leadership of Prime Minister Narendra Modi, India has achieved significant progress in its battle against drugs over the past decade. The country has seen a sevenfold increase in drug seizures, rising from 3.63 lakh kilograms during 2004-2014 to 24 lakh kilograms between 2014-2024. Similarly, the value of drugs destroyed during this period escalated from ₹8,150 crore to ₹56,861 crore. These achievements underscore the enhanced effectiveness of government actions rather than an increase in drug use. The government has adopted a swift and strategic approach to dismantle drug networks, bring perpetrators to justice, and address the problem comprehensively.

The fight against drugs has also focused on uncovering narco-terrorism links, with several cases exposed by local police and central agencies in states like Jammu & Kashmir, Punjab, Gujarat, and Uttar Pradesh. However, new challenges have emerged, such as the use of the dark web, cryptocurrencies, and drones for drug smuggling. To address these issues, agencies are adopting technical solutions and strengthening their operations. As one of the largest producers of precursor chemicals, India faces the added challenge of preventing the diversion of these chemicals into illicit channels, necessitating the dismantling of illegal drug manufacturing labs across the country.

Since 2019, the government has implemented a multidimensional approach to tackle the drug menace. This strategy includes a rigorous crackdown on supply chains, a targeted reduction in demand, and a supportive approach toward rehabilitating victims. Enhancing forensic lab capacities and expanding the use of the PIT-NDPS Act have also been prioritized. Financial investigations play a crucial role in dismantling broader drug networks by targeting assets linked to illegal activities, ensuring a comprehensive approach to each case.

Coordination at the grassroots level is vital for success. Regular NCORD (Narco Coordination Centre) meetings, both at state and district levels, have been instrumental in ensuring actionable outcomes. Incorporating geo-tagging, time stamping, and videography during drug seizures has further enhanced operational efficiency. Anti-drone systems and public awareness campaigns are being developed to prevent smuggling, while the NIDAAN portal is used extensively to integrate data on narco offenders.

Drug abuse poses a grave threat to individuals and society, with irreversible consequences if left unchecked. Learning from the challenges faced by western nations, where drug issues have become deeply entrenched, India is working to prevent such outcomes. Efforts are underway to involve educational, social welfare, and health departments in raising awareness and promoting a drug-free nation. A united effort through campaigns like ‘Nasha Mukt Bharat’ is essential to secure the future of India’s youth and ensure that the country continues its journey toward progress and development.

Tackling Emerging Threats

The government recognizes challenges like the use of the dark web, cryptocurrency, and drones in drug trafficking. Initiatives such as anti-drone systems and hackathons to develop technical solutions are being actively pursued.

Comprehensive Public Awareness Campaigns

The Nasha Mukt Bharat Abhiyan (Drug-Free India Campaign) integrates educational, social welfare, and health departments to create awareness and build public support. Platforms like the MANAS-2 helpline provide assistance to individuals and families affected by drug abuse, ensuring timely interventions.

Targeted Action Against Narco-Terror Networks

From 2014 to 2024, drug seizures increased sevenfold, with 24 lakh kilograms of drugs confiscated. Cases of narco-terrorism have been exposed, linking drug networks with terror financing in critical regions like Jammu & Kashmir, Punjab, and Gujarat.
